An automatic register of the radar: one sample every 15 minutes, written to a hash-chained history anyone can verify. It does not replace the editorial forecast register: it measures how the index behaves, it does not certify events.

Recomputes SHA-256 for every row of today and yesterday, checks each carries the previous hash and the last matches the declared head. If anyone alters a row, verification fails.

Before calibration the index is an untuned FP3 formula. After it, the percentile (P) says how rare the value is against that area’s own history.
Perimeters are editorial observation boxes, not borders nor judgements on war status. No reserved input enters this register.
